Description
The Sub-Librarian (ICT Services) assists the Librarian in overseeing the Library’s ICT infrastructure, systems, digital platforms, and technology-enabled services to ensure reliable and efficient service delivery. The incumbent provides oversight of library systems, connectivity, cybersecurity, systems integration, ICT support, and adoption of emerging technologies to enhance teaching, learning, research, innovation, and community engagement.
Requirements
• A Master’s degree in Library and Information Science/Information Technology/Computer Science or Information Systems and Bachelor’s degree in Library and Information Science/Information Technology/ Computer Science or Information Systems.
• At least three (3) years relevant professional experience in an academic or research library environment, preferably in the ICT services section.
• Demonstrable experience in managing and supervising library ICT systems, digital platforms, systems integration, databases, networked services, cybersecurity, and emerging technologies.

Responsibilities
• Provides strategic oversight of the Library Management System, digital platforms, ICT services and initiatives, and recommends improvements to enhance efficiency and user satisfaction.
• Provides leadership in digital transformation initiatives that enhance teaching, learning, research, and administrative services.
• Develops, reviews, and recommends the implementation of policies, standards, and procedures governing Library ICT services and digital resources.
• Coordinates the implementation, integration, and continuous improvement of digital library systems, ensuring interoperability with institutional and external information systems.
• Assists in the management of the ICT budget and coordinates the procurement, maintenance, and lifecycle management of ICT infrastructure, software, and digital platforms.
• Coordinates ICT risk management, disaster recovery, business continuity planning, and digital preservation initiatives.
• Coordinates the Library ICT strategy, partnerships, and digital services in support of the University’s strategic objectives.
• Supervises and conducts periodic staff performance evaluations.
• Represents the Library on University committees and external forums relating to ICT
• Coordinates the preparation of reports and statistical analyses for decision-making and accountability.
• Performs other library-related duties as assigned by the Librarian or Deputy Librarian.
About Bindura University of Science Education
In 1995, the Government made a decision to address the problem of the shortage of science teachers locally by setting up a University of Science Education. The Bindura University College of Science Education was established under the University of Zimbabwe. Arrangements were made for it to be housed at the Provincial Public Service Training Centre in Bindura.
