Description
The Sub-Librarian (Technical Services) provides oversight and strategic direction of technical services, including cataloguing, metadata quality, database maintenance, resource processing and preservation, staff development, and technology adoption to enhance resource access and service efficiency.

Requirements

• A Master’s Degree in Information Technology/Library and Information Sciences/ Knowledge Management and a Bachelor of Science Degree in Information Technology/Library and Information Sciences/ Knowledge Management or a related field.
• At least three (3) years post-qualification experience at Assistant Librarian level working with Integrated Library Management Systems (ILMS) and digital repositories in an academic or research library environment preferably in the technical services division.
• Demonstrable knowledge and experience in cataloguing and classification standards, MARC21, metadata standards, authority control, and quality assurance of bibliographic records.
• Experience in supervising technical services staff and implementing technical services policies, procedures, standards, and workflows.
Skills
• The applicant must possess analytical, management and supervisory skills.
• In-depth appreciation of information and digital literacy is a prerequisite.
• Knowledge of Resource Description and Access (RDA) and Library of Congress classification systems.
• Experience in using and managing discovery platforms.Closing Date: 30 September 2026

Responsibilities

• Investigates, assesses, and implements new information technologies to enhance library service delivery.
• Provides strategic oversight of acquisitions, cataloguing, processing, and integration of library materials into the Library Management System.
• Coordinates preservation and conservation strategies for physical collections and ensures effective data management practices for library collections.
• Provides coordination and oversight in developing, reviewing, and implementing technical services policies, procedures, and standards in line with professional best practices.
• Supervises quality control checks and certification of bibliographic and authority records to ensure accuracy, consistency, and quality in the Library Management System.
• Coordinates of library stocktaking and inventory control.
• Coordinates the preparation of reports and statistical analyses for decision-making and accountability.
• Provides oversight of electronic resources, including licensing, access rights, and compliance.
• Supervises technical services staff workflow and conducts performance evaluation.
• Performs other library-related duties as assigned by the Librarian or Deputy Librarian.

About Bindura University of Science Education

In 1995, the Government made a decision to address the problem of the shortage of science teachers locally by setting up a University of Science Education. The Bindura University College of Science Education was established under the University of Zimbabwe. Arrangements were made for it to be housed at the Provincial Public Service Training Centre in Bindura.
