Annual Survey for Irish Civil Society Partnership (ICSP) Project
Key Responsibilities:
Scope of work
The ICSP (BRICS) project annual survey is designed to establish the project milestones against planned indicators as the project progresses towards its goal. It will collect comprehensive quantitative and qualitative data from project implementation districts in Zimbabwe. The study will employ a mixed
• methods approach, including structured surveys, focus group discussions (FGDs), and key informant interviews (KIIs), to capture the experiences, knowledge, attitudes and perspectives of vulnerable women, youths and men, community leaders and other stakeholders. Each country is expected to conduct survey data collection in the second half of November 2025.
Requirements
Profile and Experience of the consultant
To ensure that the annual survey is carried out in the most effective manner possible, the consultant must possess the following attributes:
Essential
The company/ individual(s) should have the following Skills:
• A minimum of a post graduate Requirements in any of the following areas; Gender/Development studies, Agricultural Economics, Monitoring and Evaluation, Economics, Business Administration or equivalent.
• A minimum of 10 years proven Experience in conducting baselines, annual surveys, mid
• term reviews and programme evaluations in humanitarian, climate change, livelihoods, gender equality and agriculture.
• Demonstrable Experience in gender analysis for development and humanitarian projects.
• Basic appreciation of the development, humanitarian, and peace and nexus programming.
• Must have a good understanding of agribusiness in Zimbabwe, climate change and adaptation practices, shifting of social norms, and innovations for resilience building.
• Must have the ability to conduct high quality research, meet deadlines and timeously respond to requests and feedback.
• Should have strong analytical and conceptual Skills to clearly synthesize and present findings, draw practical conclusions, make actionable recommendations, and prepare comprehensive reports.
• Regional/Country Experience and knowledge: in depth knowledge of Southern Africa
• Language proficiency, fluency in English; good command of local languages Shona and isi. Ndebele
• Should have a strong reputation for independence and should comply with minimum ethical standards including safeguarding that guide research and evaluations.

• Experience and educational Experience
The consultant should also have key personnel that are aligned to the project themes.
While evaluating the proposal the Requirements and Experience of the personnel will be considered.

Application procedure. Interested applicants should read the detailed TOR here and submit a technical and financial proposal to: Zimtenders@oxfam.org.uk. The expression of interest should among other things, demonstrate the consultants’ understanding of these terms of reference, proposed approaches, methodologies or techniques and timelines/schedule. A maximum of three samples of previous work related to the assignment as well as resume/s of the lead consultant will also be accepted as addendums to the expression of interest. The deadline for submission of expressions of interest is 14 October 2025.
