Job Description

Experience TO THE EVALUATION
Trócaire, the Catholic Church’s official overseas development agency in Ireland was established in 1973 and partners with local organizations in 20 countries to promote social justice and sustainable development. In Zimbabwe, it is implementing a UK Aid Match
• funded project (April 2023–March 2026) to improve food security and coping strategies for vulnerable women and men affected by drought and COVID
• 19. The project, delivered with Caritas Masvingo, ORAP and Musasa Project, uses integrated approaches to address food insecurity and strengthen women’s resilience.

Key Responsibilities:
2. GEOGRAPHIC COVERAGE, TARGET GROUPS AND PROJECT ACTIVITIES
The project is being implemented in three districts: Zaka in Masvingo Province and Mangwe and Umzingwane
in Matabeleland South Province. It aims to directly reach 8 000 individuals, with a focus on women (80%) and
including 8% persons with disabilities. Activities include agroecological training, micro
• livestock distribution,
seed bank construction, provision of food processing technologies, installation of solar
• powered boreholes,
construction of weir dams, formation and training of ISAL groups and strengthening safe spaces for women
and girls. The end
• of
• project evaluation will cover all target districts and population groups proportionately.
3. PURPOSE OF THE EVALUATION
The evaluation aims to assess the project's progress and the value it has added over its implementation period,
measured against its original objectives and indicators. It will examine the effectiveness of the project strategy,
while also considering aspects such as efficiency, sustainability, relevance, and other cross
• cutting issues.

Requirements

The consultant must have at least a postgraduate degree in social sciences or a related field and five years’
Experience in end
• line studies (preferably for international NGOs) and prior evaluations in Zimbabwe within
the last five years. Required Skills include expertise in quantitative and qualitative research, proficiency in data
analysis tools and Experience with cross
• cutting issues such as gender, disability, inclusion and child protection.
Strong English writing Skills and ability to meet deadlines are essential. Desirable Requirements include GESI
Experience, knowledge of resilience, SGBV, agroecology, advocacy and ability to engage communities in
isi. Ndebele and chi. Shona.
10. KEY DELIVERABLES
i. Inception Report (10 pages max), including: an updated timeline for the exercise; detailed
methodology to be used in the evaluation, including sampling method, including sampling method and
sample size; Ethical considerations; Brief justification of the methods and techniques used (including
relevant underlying values and assumptions/theories) with a justification of the selections made (e.g.,
of persons interviewed).
ii. Two (2) hour presentation with Trócaire team and partners on the preliminary results to interrogate
and validate the findings, accompanied by data set for all qualitative and quantitative data collected.
iii. The Final End of project Evaluation report should not exceed 30 pages (excluding Annexures) and a summary report of 5 pages. All deliverables should be submitted to Trócaire Zimbabwe by the end of February 2026.
