Oversight and quality assurance for the construction of three (3) health posts in Chiredzi District, Masvingo ProvinceExperience
With support from GAVI, the Vaccine Alliance under the Health Systems Strengthening Phase 2 (HSS 2) and the Republic of Korea (Ro. K), UNICEF is supporting the Ministry of Health and Child Care (Mo. HCC) to implement various health systems strengthening activities. As part of the oxygen systems strengthening work, UNICEF procured and installed two (2) pressure swing adsorption (PSA)/ oxygen generation plants at Chinhoyi and Lupane Provincial Hospitals. To improve the purity of the oxygen being generated, the sites need paving to reduce dust.To improve access to health services and reduce the number of unimmunized children (zero dose children), UNICEF is also supporting the construction of three (3) health posts in the hard

• reach areas of Chiredzi District, Masvingo Province. While the initial works have been completed (designs, architectural drawings and engineering estimates), construction is scheduled to commence in October 2025 and completion is targeted for December 2025.

Education:
• Minimum of Degree in Civil Engineering, Architecture, or related Building Sciences.Experience
• Minimum 5 years’ Experience in construction, preferably in the Health Sector;
• 5
• 8 years of Experience in construction sector in Zimbabwe.
• Experience in the design, and management development projects, and working with local communities.
• Good analytical and writing Skills and Fluency in English and Local languages of any of the targeted districts.Language Requirements:
• Fluency in English and Local languages of any of the targeted districts.

The main objectives of this support to the Ministry of Heath and Child Care (Mo. HCC) are to:
• Improve access to medical oxygen and oxygen therapy thereby reducing maternal and newborn mortality.
• Improve access to health services, thereby reducing the number of unimmunized (zero dose) children to below 10%To achieve these objectives, it is proposed to do the following:
Paving PSA plants sites and solarisation of the plants at Chinhoyi and Lupane Provincial Hospitals to improve air purity; and provide sustainable and uninterrupted power supply to the PSA plants
NB: construction of the PSA plantrooms and installation of the plants has been completed.Build three (3) health posts in Chiredzi District, Masvingo Province namely:
i) Manhenga Health Post
ii) Banga Health Post
iii) Samba Health PostJustification:
To ensure comprehensive technical oversight, UNICEF is seeking to engage a Construction Engineer to manage the two (2) above mentioned construction projects. The Construction Engineer will work together with the Ministry of Health and Child Care (Mo. HCC), the Public Works Department (PWD) in the Ministry of Local Government and Public Works, UNICEF personnel and serve as the direct liaison with the contractors contracted to do the job.ASSIGNMENTS:
Scope of Work
Paving of Pressure Swing Adsorption (PSA) sites and solarisation of the PSA plantsPhase 1: Remote support / desk work
Develop the work plan for the implementation of the quality assurance strategy and monitor compliance to ensure objectives and targets are met and achieved.
Review designs and architectural drawings and engineering estimation
Review and verify proposed plans for technical soundness
Assist in the review and evaluation of the technical, institutional, and financial feasibility and constraints of the project in coordination and collaboration with government and other partners.
Provide expertise in the bidding processesBidding process
Analyze and evaluate received bids in collaboration with concerned government counterparts
Support the drafting and issuing of contract awardPhase 2: Construction supervision
Inspection and examination of the actual construction works with such frequency and duration as may be necessary.
Identify problems and propose alternative courses of action to accelerate/improve programme delivery.
Ensure compliance with the Zimbabwe national construction codes and that all constructions are jointly supervised by the district works superintendent or equivalent.
Verification of technical quality and cost effectiveness of works undertaken and give guidance where there are variations.
Implementation of relevant construction quality assurance and control system including but not limited to cost and time parameters.
Preparation and submission to UNICEF of weekly and monthly progress reports of all the sitesConstruction of three (3) Health Posts
The Engineer will supervise construction of three (3) health posts in Chiredzi District, Masvingo Province, on each site comprises of the following:
Construction of a health post composed of consultation (1) and treatment (1) rooms with a total floor area of 50m2
Construction of two (2) bedrooms staff house (2) with a total floor area of 100m2
Construction of gravelled pavement and associated drainage works for all three sites
Construction of Blair toilet, septic tank and soak
• away for wastewater disposal on all four sites
The sites for the construction of three (3) health posts in Chiredzi District are as follows:
Manhenga Health Post Site, which is located about 150km north of Chiredzi District Hospital
Banga Health Post Site, which is located about 80km South West of Chiredzi District Hospital
Samba Health Post Site, which is located 60km Northwest of Chiredzi District HospitalPhase 1: Remote support / desk work
